Job Description
Under general supervision the Area Program Director, the Area Program Manager is in charge of planning, coordinating and monitoring charitable services rendered through the mobile and social franchising outlets within the area; ensures timely preparation and submission of quarterly financial and service reports; Liaises with health service providing organizations to promote the programs in the areas; establishes cordial relationship with government representatives, private and non-governmental organizations; prepares progress report on the performance of the area offices, outreach and franchise programs.
About You
DUTIES/TASKS
Planning and Coordination
- Devises ways and means of ensuring charitable programme sustainability and increasing access to family planning and SRH services within the area;
- Facilitates the successful partnership of MSIE with other stakeholders and thereby ensuring the effectiveness of the program;
- Takes part in the development of policies, procedures and terms and conditions of partnership with local or regional governments;
- Takes part in the development of project proposals and agreements to be made for the service area in line with the approved project proposal;
Managing Support Functions
- Provides overall leadership and supervision to the teams working in his/her area;
- Fosters MSIE culture and social business approach within the area;
- In coordination with the Director of Human Resources, plans and budgets, the human resource requirement of the area;
- Ensures that skill requirements are identified and team members receive appropriate training;
- Participates in the project evaluation process representing MSIE as per the standing procedures and the agreement signed,
- Contributes to MSIE’s promotional and public relation work in regions including attending evaluation;
- Ensures staff recruitment, selection, assignment and undertakes performance evaluation, discipline and overall management with in the area in accordance with the MSIE HR policies and procedures and the country’s labour law;
- Ensures the Area operation is supported through the effective procurement, stock, banking, pity cash and IT MIS managements so that an efficient utilization of resources including finance, data and logistics are always maintained.
- Ensures all purchases, payments, inventory, and asset management’s with in the area are in accordance with MSI Ethiopia policies and procedures;
- Establishes proper filing and recording system in his area of operation;
- Ensures MSIE Center’s licensing and proper liaising with concerned local government agencies in regard with MSIE projects;
Mobile and SF Program Management
- Ensures timely submissions of reports and other deliverables from the field to the MSIE Support Office;
- Ensures efficient and timely implementation of charitable programme activities through all mobile and social franchising outlets within the area;
- Identifies the potential private clinics in the area that are willing to work with MSI Ethiopia under social franchising arrangement;
- Ensures franchisee clinics with in the area are performing their duties in line with the agreement they signed with the MSIE and takes appropriate action as required;
- Provides leadership support to the team working on the outreach and franchisees;
Quality Assurance Responsibilities
- In consultation with the clinical training manager, arrange for appropriate trainings and induction
- In collaboration with the quality team/focal person, ensure that all clinical staffs are competency assessed annually for every service they provide and ensure that clinical staffs providing service independently are at level 1 competency and track clinical competency & training continuously
- Coordinate at field level to ensure action plans related to Internal QTA, External QTA, incidents, supportive supervision, and team meeting are timely completed
- Coordinate at field level to ensure incidents are timely reported and adherence to incident management system with a no blame, learning culture
- Ensure medical supplies and equipment used comply with MSI policy on product quality
- Support the quality focal person at field to ensure availability of all relevant MSI policies and guidelines
- Ensure documentation of client care follows clinical policies and guidelines
- Ensure internal audit is conducted to all service delivery sites once per year
- Ensure quarterly visit to each SF clinic by social franchising officer for supportive supervision, mentoring, internal audit or on the job training
- Ensure each outreach team conduct monthly team meeting as per the recommended ToR
Team Management and Development
- Ensure team working and knowledge sharing are facilitated.
- Ensures that all relevant staff is trained on appropriate development programs.
- Coach and mentor team members who are directly reporting.
- Develops performance targets with each team member, conducts performance evaluations and provides constructive feedbacks to the team members;
PERSON SPECIFICATIONS
Qualification Requirements
Education:
MPH in Public Health/ MBA in Management or Social Studies
Experience:
- Four years of experience in managing programs/Centres or Clinics
Skills, Attitudes and Attributes
- Local language where applicable is mandatory
- Understanding major policies/issues of large bilateral/multilateral donors, government policies, regional policies;
- Strong working knowledge of business practices in the country;
- Collaborative approach to team working;
- Strong personal commitment to the goals of MSI and to put it into practice;
- Good interpersonal/communication skills – both oral and written;
- Advanced analytical and organizational skills;
- Negotiation skills;
- Knowledge of local Languages where applicable is required;
